JOB DESCRIPTION

The Technical Program Lead is responsible for the delivery of complex software work packages to achieve organizational/client objectives. The incumbent will coordinate with cross functional teams to ensure project alignment by defining requirements, scope, and the methodology required to execute deliverables in an efficient and timely manner. The Technical Program Lead will act as an intermediary between internal teams and client representatives to refine technical specifications required to achieve project objectives. Under the direction of the Engineering Director, the incumbent will leverage their technical expertise, project/client management skills, and leadership capabilities to ensure successful project delivery that aligns with organizational goals. 

KEY RESPONSIBILITIES

  • Provide technical guidance and support to project teams, ensuring that solutions meet business needs and adhere to industry standards.
  • Coordinate with cross-functional project teams, including engineers, analysts, and other stakeholders to identify document control / requirements management objectives.
  • Review technical designs and implementations to ensure quality and feasibility.
  • Participate in the planning, execution, and monitoring of technical projects, under the guidance of the Project Management Office.
  • Act as a liaison between technical teams and non-technical stakeholders to ensure alignment on project goals.
  • Communicate project status, updates, and challenges to stakeholders, including senior management, ensuring they are informed and engaged.
  • Prepare regular status reports and presentations for stakeholders.
  • Provide training for internal and external stakeholders on document control and requirements management protocols.
  • Maintain comprehensive project documentation, including requirements, specifications, and change requests.
  • Ensure compliance with organizational policies and industry standards throughout the project lifecycle.
  • Identify opportunities for process improvements and contribute to the development of best practices in project management.

GENERAL DUTIES

  • Establish best practices and processes, implement change and automation, and road map
  • Assist in the implementation of new tools and methodologies to enhance project efficiency.
  • Develop working knowledge of information system standards such as American Public Transportation Association (APTA), US National Institute of Standards and Technology (NIST, INCOSE).
  • Other position relevant duties as assigned by WGD Leadership to support project operations.

QUALIFICATIONS:

  • Four plus (4+) years computer-aided software experience including AutoCad 2D and 3D modelling of complex technical systems.
  • Two plus (2+) years in a technical leadership role, preferably in a technology-driven environment.
  • Experience with requirements management software and functionality is an asset.
  • Rail and/or transportation industry experience is considered an asset.
  • Demonstrated ability to effectively problem-solve using critical thinking and contingency planning.
  • Professional command of the English language in technical writing both spoken and written in all communications and presentation settings.
  • Excellent attention to detail and the ability to translate complex technical information into easy-to-understand language.
  • Strong interpersonal skills and ability to foster collaborative working relationships with colleagues, stakeholders and clients.
  • Desire to take initiative and anticipate project requirements on a pro-active basis.
  • Sound knowledge of MS Office suite, including Word, PowerPoint, Excel, Visio.

EDUCATION & CERTIFICATIONS:

  • Four (4+) year bachelor’s degree in computer science, information technology, engineering or a combination of skills and experience.
  • In pursuit of INCOSE certification is considered an asset.
  • Possession or in pursuit of PMP designation is considered an asset.
